Where residential subdivisions abut higher-order streets (collectors or arterials), adjacent lots shall front on lower-order streets (local).  However, where driveway access from an arterial or collector street may be necessary for several adjoining lots, the Commission may require that such lots be served by a combined access drive in order to limit possible traffic hazard on such street.
