- Description of the Property
Parcel 2 consists of 83 acres and is bordered to the:
North- River Road East- Private Property Residential
South- Indian Hill Tree Farm West- Riverview Hospital
Milane’s Nursery leases two sections of this property, which are noted by letters C and D on the Study Area map. The property is primarily open fields with one section that is forested comprise what is known as Indian Hill located to the south of Riverview Hospital, noted as letter F on the Study Area map. Access to the property is available at letters A, B, C. At points A and C existing access roads are available, however an existing utility easement straddles the entrance at point C. At point B, there is no existing access road or path. Also there is a vacant building at point B, which would need to be demolished by the City.
- Inland Wetlands and Watercourses,100- Year Floodplain and Soil Types
This parcel does have the presence of the 100-year floodplain, but there are three areas of known wetlands. Two of the areas are located on periphery of the property that would not significantly hinder recreational development. However, just west of point D on the study area map a wetland bisects the property and divides it eastern half from the western half. Any proposed hiking or bike trail may not be allowed through this section, wetlands protection may not allowed. The soil types on parcel 2 range from poorly drained to somewhat excessively drained. The poorly drained soil is located in a small section along River Road within the field noted by the letter F.
- Zoning
This parcel is zoned R-45 (Residential), since the property has state imposed restrictions on many of the uses allowed in this zone. However, Outdoor Recreation (60,02.27), is allowed by Special Exception, which includes Parks, Playgrounds, Playfields, Golf courses, Boating areas, Community building, Developed open space, such as Arboreta, Botanical and Zoological gardens and similar recreational uses.
- Recreation Potential
Opportunities for Active recreation, such as athletic fields, exist at points C and D on the Study area map, since these are relatively flat.
Points E and F on the map have significant grade changes that would limit recreational development to paths or bike trails.
